What is House Bill 129?

House Bill 129 is legislation currently awaiting a vote in the Ohio Senate. If passed, it would eliminate the use of new emergency and substitute levies for school districts across the state. As the bill currently stands, emergency levies are eligible for a one-time, five year renewal. But this does not apply to substitute levies. This change would have a devastating impact on public education throughout Ohio, including right here in North Ridgeville.

We understand and respect the goal of reducing property taxes. However, this bill shifts the financial burden onto our schools and, ultimately, our students.

Why Does This Matter to North Ridgeville?

The North Ridgeville City School District currently depends on a substitute levy that generates $12 million per year, funding that supports our classrooms, teachers, and programs. This levy is set to expire in 2029. If House Bill 129 prevents us from renewing it, our district could face a building closure and significant cuts to academic programs, athletics, and extracurricular activities.

To put this in perspective:

  • It currently costs $10,775 per year to educate one North Ridgeville student.

  • If this legislation and other funding reductions take effect, our district could lose $2,914.89 per student.

Without the revenue from the substitute levy, we simply cannot provide the quality education our students deserve.
