House Bill 96
We want to make you aware of some important news about Ohio’s new Budget Bill, House Bill 96, and how it could seriously impact our school district, our staff, and most importantly, our students.
Since 2012, North Ridgeville City Schools has been financially responsible. We promised our taxpayers that we wouldn't ask for new operating money for at least 10 years—and we’ve exceeded those expectations thanks to careful planning and responsible spending.
However, that stability is now at serious risk because of a proposal in House Bill 96.
The bill includes a provision that would limit how much property tax money schools can collect, based on how much they spent the year before. It sounds simple, but the reality is much more complicated.
If this becomes law, our district could lose nearly $15 million in the first year.
This would immediately change everything about how we operate. Right now, we don’t expect to ask voters for new money until 2032. But if this bill passes, we would be forced to go back to the ballot for more funding by 2029—and possibly every two to three years after that just to stay afloat.
We absolutely understand the need for property tax relief. Ohio families are feeling financial pressure—we get it. But cutting school funding isn’t the answer.
This “one-size-fits-all” approach would actually hurt the very communities it’s trying to help.
Every school district is different. What might look like “extra” money in one place is often a critical safety net in another, used to handle emergencies, grow responsibly, and avoid constantly asking voters for more taxes.
We need your help. We encourage you to contact our State Senator Nathan Manning and Representative Gayle Manning. Let them know protecting public education matters. We’ve provided a template letter you can use—it only takes a few minutes to make your voice heard.
